Chennai Police is the law enforcement agency in Chennai City for maintaining law and order. If you are a resident of Chennai or currently living in the city, for unlawful activities, protection from crimes, or in case of emergency, understanding the administrative structure of the police department can be very helpful. Here, know the city police helpline numbers, and the process of filing a complaint or First Information Report (e-FIR).

An FIR (First Information Report) is a formal report registered with the Chennai Police that includes the key details and circumstances of a cognizable offence (serious crimes such as theft, assault, etc.). By lodging an FIR, you can request the Chennai Police to commence their investigation and undertake necessary legal proceedings.

Administrative Structure

Here’s an overview of Chennai Police administrative structure, field divisions, and specialized departments:

  • Commissioner of Police (CP): The head of Chennai City Police, the city police headquarters, departments, and all other administrative and field offices, is assisted by the Joint/Deputy/Assistant Commissioners, Police Inspectors, and officers of various ranks.
  • Field Divisions: The city is divided into zones (North, East, West, and South), each headed by Joint Commissioners of Police (JCP). Zones are further divided into Divisions, such as Koyambedu, Flower Bazaar, Washermenpet, Mylapore, Kilpauk, Triplicane, Anna Nagar, Pulianthope, Kolathur, Adyar, T.Nagar, and St. Thomas Mount, each headed by a Deputy Commissioner of Police (DCP).
  • Specialized Departments: Organized Crime Control Bureau, traffic police, crime (CID), cybercrime, IB (Intelligence Bureau), special branch, women and children safety, and others.

In addition to law enforcement duties, Chennai Police offer a range of online services geared towards citizens, including applications for lost item reports, passport services, police verification certificates, and arms license applications, among others. These services are accessible through the e-Services portal of Tamil Nadu Police.

Chennai Police Helpline Numbers

Chennai City Police has issued different police helpline numbers to provide assistance to the citizens of Chennai in times of emergency or to address grievances. To report incidents of cybercrimes or online financial fraud, you can file a complaint by dialling the toll-free cyber police helpline number 1930. Additionally, complaints can be submitted online via the National Cyber Crime Reporting Portal.

How to File a Complaint or e-FIR?

A person in Chennai can file an online FIR or complaint for specific categories of offences, including vehicle theft, lost property, missing persons, and others. To file a complaint or an e-FIR with the Chennai Police, you can follow these steps:

  • Visit a Local Police Station: In case of emergencies or if you prefer to file a complaint in person, you can visit the nearest police station and provide your statement verbally or in writing. A Fir for a cognizable offence must be reported to the local police station.
  • Online Registration: You can file an online e-FIR to Tamil Nadu Police through its citizen portal by selecting Chennai City and the local police station under the jurisdiction of the city police.

If you are writing an FIR on plain paper, must provide your name as a complainant, contact details, accurate information about the incident, including personal details, incident description, and any evidence you might have.

Ensure you receive an acknowledgement number or a copy of the FIR for future reference.
As mentioned earlier, for non-serious (civil or non-criminal) cases, you can lodge an online e-FIR or Police Complaint through the CCTNS system.

Please note: If your cases or complaints are not adequately resolved, or if you have grievances concerning the functioning (corruption, harassment, misuse of power) of the Chennai City Police, you can submit a public grievance to the Appellate Authority of the Tamil Nadu Police Department through the “Integrated and Inclusive Public Grievance CM Helpline Management System (IIPGCMS)” of the Tamil Nadu Government.

Despite many efforts of Chennai Police, recent reports have highlighted several major law and order issues faced by residents of Chennai that need attention:

  • Unregistered Cases: There are allegations that the police department is not registering a significant number of cases, with claims on social media suggesting that up to 90% of cases go unrecorded under the current administration.
  • Drug-Related Issues: Despite initiatives like Ganja 4.0 to curb the sale of banned substances, there have been continuous reports of the free flow of drugs, particularly among youth and school students.
  • Sexual Assault Crimes: A surge in crimes like sexual assault has been reported, indicating a need for more stringent measures and public awareness to combat such offences.
  • Police Misconduct: Incidents involving police officers, such as bribery, misuse of power, and involvement of officers in corruption, have raised concerns about the conduct and accountability of law enforcement personnel.
