The Manipur Police is the law enforcement agency of the state of Manipur, headed by the Director General of Police (DGP). The Police Department is responsible for maintaining law and order, preventing and detecting crime, enforcing the law, and providing security and assistance to the public.

Administrative Stature:

  • Districts: There are 16 districts in Manipur, each with its police force. The districts are further subdivided into sub-divisions, circles, and stations.

Special Units and Departments:

The Manipur Police has several special units and departments that deal with specific aspects of policing and security. Some of these are:

  • Crime Investigation Department (CID): To investigate crimes such as murders, rape, illegal activities, economic offences, and other heinous crimes in the state.
  • Police Commandos: Trained in counter-terrorism, anti-insurgency, and VIP protection.
  • Manipur Rifles: Assists the civil police in maintaining law and order, and also participates in counter-insurgency operations.
  • Fire Service: Responds to fire emergencies and disasters. They have 24 fire stations and about 700 personnel.
  • Forensic Science Laboratory: Scientific wing of the Manipur Police, which provides forensic analysis and evidence to the police and courts.

Other special units are Railway Police, Traffic Police, Home Guards and Civil Defence, and Special Branch.

How to file an e-FIR or complaint to Manipur Police?

Citizens can file an online FIR (First Information Report) or police complaint based on the incident or case to Manipur Police. Use the Crime and Criminal Tracking Network and Systems (CCTNS) portal for this. Additionally, it would be best if you visited the local police station to submit your FIR formally.

The difference between an FIR and a police complaint is that:

  • An FIR initiates the investigation by the police, whereas a police complaint requires the permission of a magistrate to start the investigation.
  • An FIR can be filed for offences such as murder, rape, robbery, theft, kidnapping, etc., whereas a police complaint can be filed for offences such as cheating, defamation, assault, trespass, etc.

Please note: Women can lodge a Zero FIR at any local police station.

Lodge a Police Complaint

To initiate investigations, file a complaint with the local police station in Manipur or online via the CCTNS (Crime and Criminal Tracking Network & Systems). Provide personal details, information about the accused, and incident details, select the preferred police station, provide a detailed complaint, and attach relevant documents. Submit the complaint either online or offline, and ensure to keep a record of the reference number provided.

File an FIR

Filing an FIR is a legal right of every citizen, and the police cannot refuse to register an FIR if the offence is cognizable.

To register an FIR to Manipur Police: Visit the nearest Police Station to orally or in writing report the incident (civil and criminal cases) or file an e-FIR (for unknown accused and non-SR cases) with Manipur Police via CCTNS Manipur.

Tip: Must obtain a copy of the FIR and an acknowledgement receipt with the FIR Number if filed at the local Police Station.

If the police refuse to register an FIR or delay or harass the informant, the informant can take the following steps:

  • Approach the higher authorities, such as the SP, the DGP, or the Home Secretary, and complain to the erring officer through “CM Da HASI – IPGRS”.
  • File a complaint to the State Human Rights Commission or the National Human Rights Commission for an intervention.
  • File a writ petition in the High Court or the Supreme Court to direct the police to register the FIR.

  • Verification Services: This service allows citizens to apply for verification of character, antecedents, tenants, domestic help, employees, etc., online.
  • Missing Person Report: Report a missing person online, and also search for the missing person in the database of the police.
  • Stolen Vehicle Report: Register a stolen vehicle online, and also check the status of the recovery of the vehicle.
  • Traffic Challan Payment: To pay the traffic challans online, using a debit card, credit card, or net banking.
  • Licenses/Approvals: Apply for various licenses such as arms or hotels/bars and approvals for events, strikes, protests, etc.

Level 2: Range Deputy Inspector General of Police (DIG)

At the Range level, the Range Deputy Inspector General of Police (DIG) for Manipur Police is appointed to oversee law enforcement within the ranges. They can start investigations for cases that remain unresolved at the District HQ level. If concerns persist, they can be further escalated to the IGP at the Zonal Office for resolution.

Manipur Police has 4 Ranges:

  1. Imphal Range: Districts are Imphal West, Imphal East, Kangpokpi, and Senapati.
  2. Bishnupur Range: Districts of Bishnupur, Churachandpur, Chandel, and Tengnoupal.
  3. Tamenglong Range: Districts of Tamenglong, Noney, Ukhrul, and Kamjong.
  4. Jiribam Range: Districts of Jiribam and Pherzawl.

Level 3: Zonal Inspector General of Police (IGP)

If your cases or grievances lodged at the Range DIG headquarters in Manipur are not addressed within the stipulated period, escalate the matter to the Inspector General of Police (IGP) at the respective Zonal Office of the Manipur Police. It is compulsory to include the acknowledgement number or case/FIR ID as a reference to previously submitted complaints.

Within the Manipur Police, the Director General of Police (DGP) serves as the administrative head, holding authority over all police matters and jurisdictions in Manipur, including those under the Zone Inspector General of Police (IGP) and other police departments. In unresolved complaints, cases, or allegations of bribery, misconduct, or harassment involving police officers, you should escalate the matter to the DGP Office for further action.
